Students with income and property abroad

Academic Year 2023/2024

If you have foreign income or assets abroad (*) you must request a document - called ISEEU parificato - to calculate the tuition fees. The request for the ISEEU parificato must be sent to the Tax Assistance Centres (CAF): they will then send the document to the Politecnico. There is no need for you to present anything to the Secretariat or register the data through the Online Services.

(*) income and/or assets (real estate and movable property), belonging to you and/or your household, declared and/or owned abroad or abroad and in Italy

The ISEEU parificato is not valid for applying for partial or total exemption (Law 232/2016 and subsequent amendments).

The procedures for requesting the ISEEU parificato are outlined below.

1. Prepare the documents to be attached to the application

  • details of household abroad (at the time of submitting the application)
  • income for the second year preceding the request for each member of the household (if one or more members aged 18 or over received no income, a declaration to that effect must be submitted)
  • documents relating to buildings and land owned by the household as at 31 December of the second year preceding the request, indicating the size in square meters, issued by the relevant public authority (if no building is owned, a certificate must be produced certifying as such for each family member aged 18 or over)
  • movable assets owned by the household as at 31 December of the second year preceding the request, indicating any securities, dividends, shareholdings, fractions of net assets of any companies owned)

Note: the availability of income and assets in Italy, their amount too, must be declared. Please note that without the student minimum income received in Italy or abroad, which is required by the ISEE regulations for independent status, the student must refer to their family’s income and assets. If these are abroad, the student must submit the EQUIVALENT ISEE.

The documents for ISEEU calculation must be issued by the competent authorities of the country in which the income was earned; and legalized by Italian diplomatic and consular representations abroad. They must be accompanied by an official translation into Italian certified by the competent diplomatic or consular representation or by an official translator.

  • valid identity document or passport containing a photograph and personal details
  • personal code (unique identifier issued by the Politecnico di Milano)

  • Self portrait (in electronic format) of you, with your face clearly visible, with, to one side, your identity card showing the photo
  • Scanned copy (in electronic format) of the front of your identity document
  • Scanned copy (in electronic format) of the rear of your identity document

Only students who are not in Italy and who have a valid tax code must also prepare:

  • Scanned copy (in electronic format) of the front of the card showing your tax code

2. Submit the request for the ISEEU parificato

If you are still abroad

For students who are not yet in Italy only, the request must be submitted online. The procedure has three steps.

First you have to register on the portal of the Tax Assistance Centre, attaching the self portrait photo, the scanned copies of your identity document (front and rear) and - only for students who have a tax code - the scanned copy of your tax code. Use the following links to register:

Warning: contact the CAF directly if you need any help registering on the portal and obtaining your Digita user credentials.

After registering on the portal (Step 1), you will receive an email with your user credentials for submitting your request for the ISEEU parificato. Log in using these credentials on the website www.digitacgil.it, click on ‘Richiesta Pratica’, ‘Nuova’ and ‘Compila dati’ to submit your request. Remember to enter:

  • in the field ‘Regione’: ‘CGIL Lombardia’
  • in the field ‘Camera del Lavoro’: 'CdLM MILAN’
  • in the field ‘Gruppo’: ‘ISEEU PARIFICATO’
  • in the field ‘Servizio’: ‘ISEEU PARIFICATO (POLIMI)’

Continue by filling in the part ‘Dati Aggiuntivi ISEE Parificata’ and upload the required documents in the section ‘Allegati’ and click on ‘Salva’ to send the request for the ISEEU Parificato.

Make an appointment to deliver the original documents via the online form at:

  • in the field ‘Provincia’: ‘Milano’
  • in the field ‘Sede’, one of the three campus options:
    • ‘Mi-città Camera Del Lavoro Porta Vittoria - Corso di Porta Vittoria 43 Milano (MI)’

If you are already in Italy

If you are already in Italy, you must deliver the documents (see above) by going in person to one of the affiliated Tax Assistance Centres. You will have to make an appointment via the online form at:

  • in the field ‘Provincia’: ‘Milano’
  • in the field ‘Sede’, one of the three campus options:

Students from the Cremona, Lecco, Mantua and Piacenza campuses who are already in Italy

If you are already in Italy and cannot make an appointment at one of the Milan campuses, students from the Cremona, Lecco, Mantua and Piacenza campuses - following the instructions in Steps 1 and 2 (see above) - can send the documentation by logging in to Digita, indicating your campus location in the ‘Allegati’ and in the message field. You will then be contacted by the CAF and invited to deliver the original documents to one of the offices in Milan or the offices in Cremona (via Mantova 25), Lecco (via Besonda Inferiore 11) and Mantua (via Argentina Altobelli, 5).

Students with income and assets (movable and immovable) declared and/or owned abroad or in Italy and abroad by them and/or by their family, enrolled in the first year of Laurea (equivalent to Bachelor of Science) and in Laurea Magistrale (euivalent to Master of Science), including students who enroll in the second semester, who have been granted student bursaries for the right to education in A.Y. 2023/2024 and that want to make request for payment by instalments of the all-inclusive contribution, which is a part of the university tuition fees, must go to the CAF shown to get the EQUIVALENT ISEE indicator. EQUIVALENT ISEE certificates will be sent to the Politecnico di Milano by this CAF.


Students for which ISEEU parificato will not be considered for the issuance of the 2nd installment

  • international students (applicants eligible for non-EU quotas, e.g. not Italian students) admitted to Laurea Magistrale (equivalent to Master of Science) with first-level qualification obtained abroad, who have received a scholarship from Politecnico di Milano or other institutions (e.g. the Italian Government) other than the one awarded for merit and income of the "University Financial Aid - Diritto allo Studio", who are exempted from paying tuition fees and contributions, excluding the amount for regional tax and administrative costs of stamp duty
  • international students (applicants eligible for non-EU quotas, e.g. not Italian students) admitted to Laurea Magistrale (equivalent to Master of Science) with first-level qualification obtained abroad, who have not received a Scholarship from Politecnico di Milano or other institutions, or a scholarship awarded for merit and income of the "University Financial Aid - Diritto allo Studio", must pay the whole all-inclusive contribution
  • the international Laurea Magistrale (equivalent to Master of Science) students awarded a Scholarship by Politecnico di Milano or by other institutions, other than the one awarded for merit and income of the "University Financial Aid - Diritto allo Studio, are exempted from payment of the all-inclusive contribution for the years in which they benefit from the scholarship. Those students who, having benefited from said scholarship for the two scheduled years, need to register for an additional academic year, are only exempted for such additional year. For the subsequent additional years of registration, the non-EU students are automatically placed in the highest contribution bracket; the EU students are placed instead in the contribution bracket determined by the economic condition indicator
  • Non-EU students who lose the scholarship after the first year of its award are placed throughout the other years of registration within the highest contribution bracket; the EU students are placed instead in the contribution bracket determined by the economic condition indicator
  • Non-EU students admitted to the Laurea Magistrale (equivalent to Master of Science) programmes who benefit from the Diritto di Studio scholarship (awarded on the basis of merit and income) and are unable to confirm the scholarship for subsequent years, thereby losing the exemption, are automatically placed in the highest contribution bracket

Foreign students from particularly poor countries

For foreign students coming from Particularly Poor Countries, assessment of the financial situation may be certified by the Italian Representation in the country of origin, which must certify that the student does not belong to a notoriously high-income, high-social status family.

For students enrolled at a university of the country of origin, linked by agreements or affiliations with the Politecnico di Milano, this certification may also be issued by the university of origin.

For students who enroll in the first year of Bachelor of Science/single-cycle Master of Science or Master of Science Programmes, this certification can also be issued by Italian bodies enabled to provide guarantees of financial coverage.

Should foreign students find difficulty in obtaining all the items required by the Italian diplomatic authorities based in their country of origin, they may contact the foreign diplomatic or consular representations resident in Italy. In this case, the documents must be legalised by the Prefectures.
